BACKGROUND & CHANGES
This update removes all backend integrations for running image pipeline jobs. Since this service was never used, there is no reason to keep updating dependencies.
This also fixes a new test regression with Azul with the test
HcaAzulClientTest#test_should_get_Azul_service_status_infois looking for the wrong status information, and another intest/js/upload-wizard/validations.test.jsthat was a regression from #2372 that was not identified until after it merged.
